[tomboy-list] Plugin to disable spell checking on CJK characters.

Hi,

Since most spell checking library does not support Chinese, the Notes
can be ugly filled by underlines. I wrote one little plugin to prevent
CJK characters to be spell checked.

Here are screenshots demo that before and after the plugin enabled.
