As much as possible, think of ways for notes to auto-tag themselves.
It's hard to think of how that would work, but the more the better.
Stikkit.com uses a lot of magic words to create tags.  One thing I can
think of: tag the note [important] and as time goes on, the tag
[unreviewed] gets attached to it, so you can go back and review your
[important] tags. Another thought, perhaps when viewing a list of
notes for certain tags, it could display "potential notes", e.g.,
notes for tag [people] and filtered by a letter could display contact
names from e-d-s that aren't yet notes.
