[tomboy-list] Unbreaking the menu UI

Hi.  This is a rant.  Please stop breaking the damn menu UI.  Specifically:

1. Create New Note should be the first entry.  This is *the most
common* operation in Tomboy.
2. Search All Notes should be the last entry.  This is *the least
common* operation in Tomboy.
3. Start Here should be the second to last entry.  This is most likely
the *least accessed* note in the menu.

This order was the original ordering, and I don't think the reasons
are any less valid today.

4. Todo items should not be listed in the menu, and certainly not
above notes.  Add a single "Todo List" entry to the end of the menu,
before or after search. This should either pop up the list dialog or
show a submenu of all Todo items, with opening the list dialog as the
first menu item in the submenu.
