[tomboy-list] String + UI change: New dialog for Tomboy addins

I've moved most of our old Plugins to use the new Mono.Addin support.
With this, there's a new AddinInfoDialog (exactly the same as the info
dialog used in MonoDevelop).  The code for it is found in
Tomboy/PreferencesDialog.cs.  When a user highlights an addin in the
preferences dialog and click on the "Information" button, this new
dialog will appear and show them additional information about the
addin.
