[tomboy-list] Win32 patch. Global hotkey and other useful stuff.

Hi everyone,

The attached patch adds Ctrl+Alt+F12 global hotkey to Tomboy on Windows that shows recent notes menu.
Other changes:
  - 'New note' button in note window with Ctrl+N hotkey to create unlinked note.
  - Ctrl+Del hotkey to delete current note.
