I'm assuming here you won't be upgrading to Ubuntu Intrepid. If you plan on
doing that, that's the *best* way to get Tomboy 0.12, because you'll get it
in GNOME 2.24 where it "lives".

That being said, Ubuntu Hardy will only have 0.10. You could request a
backport of the package to be included in the Backports repository:
https://help.ubuntu.com/community/UbuntuBackports#How%20to%20request%20new%20packages.
It doesn't appear that there are any other 0.12.0 packages available
currently. (Often you'll be able to find updated standalone packages on
getdeb.net or on a project's page, but the latter is not generally the case
for GNOME projects.)

So for Hardy, requesting a backport is probably the best bet at the moment.
