Did you install Mono first?  See:

If it's still not working after that, open
/Applications/Utilities/Console.app, clear the existing contents, and
see if any output appears when you try to launch Tomboy.

The Mac version is a little less polished than our other versions, so
if you have any suggestions, we'd love to hear them.  :-)
