Tomboy has great dbus support, for a guide on how to get started see
the ArsTechnica article:

For a pretty functional command line interface, see:
http://code.google.com/p/tomboycli/

Sync specifically isn't well supported from the command line yet, but
it's something that's being worked on, and will be a priority in the
next dev cycle. Sorry that this is probably not exactly the answer you
were looking for, but if you're feeling ambitious, hopefully it's a
good place to start.
