I assume you're using Tomboy 0.10.0?  It's always important to let us 
know what version of Tomboy you're using when asking questions.  :-)

Make sure you're using a compatible version.  See this site:

There is also this bug...not sure which is newer:

Anyway, you can install the addin DLL in ~/.tomboy/addins, you don't 
have to put it in /usr/lib/tomboy
