[tomboy-list] Notebooks as tags?

When I said that notebooks are just tags, I meant on an implementation
level.  Tomboy has internal support for tagging, and notebooks are a
special kind of tag.  But the UI does not allow you to place one note
in multiple notebooks.  It is designed to treat them more like
folders.
