Probably best to discuss this with the add-in developer. I think
he'll need to make some code changes to work with the latest version
of Tomboy. He seems to depend on certain things being available at
init time that are not guaranteed to be available.
But the point is, it will require code changes in his add-in or in
Tomboy in order to make it work.

It's hard to know the best way to uninstall if I don't know how you
installed it in the first place. But this command will definitely
delete the DLL so that Tomboy doesn't try to load the add-in:
sudo rm /usr/lib/tomboy/addins/Redirect.dll
