Basically, yeah.  We bumped the Tomboy add-in version for Tomboy 0.10,
and have not bumped it since because we have not deprecated any of the
most relevant add-in APIs.

Please note, though, that Tomboy has no guarantee of API stability
from version to version, although we do try not to break known
third-party add-ins.
