tomboy-addins is part of the Tomboy install.  It's possible that your
distribution has split it out into a separate package, perhaps
something like "tomboy-devel"?

If you can't find a devel package for Tomboy that includes the
tomboy-addins.pc file, then you'll need to install Tomboy from source,
and I'd also recommend reporting a bug to your distribution so they
can fix their packaging.
