[tomboy-list] ANNOUNCE: Tomboy 1.8.3 Stable Release

Fyi:

I just uploaded a 1.8.x build for Windows. You can grab it from the Tomboy
site [1] or go directly to one of the mirrors close to you at [2].
According to my local tests it should be fine. Sorry for being letting the
Windows build slip in the first place.

Note that the website [1] might need a short while to be updated from the
repository.
