We'd want to make sure our Windows developers all use IDEs that
support that project format.  If Ben or somebody is stuck on VS2008 or
something I think that would be a compelling reason to stick with the
old format.  But I don't know what IDE Ben is currently using.

Also, we would need to make sure that SharpDevelop and MonoDevelop
both support the upgraded project version.
